		<description>The answer as to why blacks don&#039;t do as well on promotion exams is simple ... they &lt;strong&gt;don&#039;t feel they should have to&lt;/strong&gt;, and thus do not study. They feel they are entitled to promotion purely because they are a minority, and the way the courts have skewed these things lately they have no incentive to bother studying like everyone else.</description>
